Paul Meyer, Co-Founder, Chairman and President


Before co-founding Voxiva, Paul Meyer was Founder and Chairman of IPKO, the first and largest Internet service provider in Kosovo. Started in the weeks after the 1999 war, IPKO was hailed by the U.N. Secretary General as "a model for future humanitarian emergencies." Previously, he was a Senior Fellow at the Markle Foundation studying efforts to bridge the global digital divide. Prior to Markle he worked for the International Rescue Committee where he launched a number of projects using technology to reunify separated refugee children and families in West Africa and the Balkans. Before that, he was Chief Operating Officer of the Endeavor Initiative. From 1993 to 1995, he served as one of President Clinton's White House speechwriters and worked on President Clinton's 1992 campaign. He has a law degree from Yale Law School and studied Politics, Philosophy and Economics at Oxford University. He was recently named a Young Global Leader by the World Economic Forum in Davos. MIT's Technology Review Magazine named him one of 100 technology pioneers and their 2003 Humanitarian of the Year. He was named a Henry Crown Fellow by the Aspen Institute and is a member of the U.S. Council on Competitiveness and a Term Member of the Council on Foreign Relations.


Justin Sims, Chief Executive Officer

Justin Sims is Chief Executive Officer of Voxiva and a member of the Board of Directors. He is a 20 year veteran of the communications and IT industry and most recently, led AT&T's Global Services business with responsibility for AT&T's entire international operations. As a company Officer and President of an integrated business unit, he managed a diverse team of over 4000 people across 48 countries. Prior to this position he led AT&T's Wholesale Division managing an operation that delivered services to the telecoms, cable, wireless and outsourcing industries. Starting his career in Prestel and then Dialcom, two early stage businesses, he subsequently rose quickly through the ranks of British Telecom in a variety of marketing and product management roles. He then joined Concert ultimately becoming President of Global Products and Services and responsible for transforming the portfolio to address the fast developing IP market. Justin has served on the Board of Alestra, one of Mexico 's top 3 telecoms companies, and Chaired the Pacific Partners Forum, an industry body comprising the largest telecommunications businesses operating in the Asia Pacifica arena.


Dr. Pamela Johnson, Co-Founder and Chief Health Officer

Dr. Pamela Johnson is Chief Health Officer of Voxiva, co-founder and a member of the Board of Directors. A behavioral scientist, she is recognized as a pioneer in the creation of mobile health applications for public health. She has spearheaded the design and implementation of innovative disease surveillance and other public health and safety applications in Africa, Latin America and the United States including the award-winning Alerta and TRACnet systems. Before founding Voxiva, Dr. Johnson had a distinguished public service career. As deputy director of the White House Task Force on Reinventing Government, she was a driver of some of the US government’s early electronic government initiatives to a create a more results-oriented, citizen-responsive government. As Director of the Efficiency Board of the United Nations, she led efforts to streamline the UN’s operations, increase use information technology and shift 13 percent of the UN budget from administration to humanitarian and development activities. Earlier in her career, at the U.S. Agency for International Development, she oversaw child survival initiatives and created a ground-breaking global information system for monitoring and evaluation of child survival programs in 50 countries. Dr. Johnson received her B.A. from Vassar College and her Ph.D. in medical anthropology from the University of California, Berkeley. She also serves on the boards of the Child Health Foundation and FRESHFARM Markets of Washington, D.C.


Guillermo Delgado Aparicio, Vice President, South America

Guillermo Delgado Aparicio, was co-founder and CEO of Brain Capital, a Peru-based B2B company focused on the design and development of technology products and services for small and medium enterprises. He has over 16 years of experience in senior positions at Cable and Wireless, Banco Wiese Sudameris, NBK and other banks. As Chief Technology Officer at Banco Wiese, one of Peru's largest banks, he developed "Wiese Virtual," a virtual banking solution combining voice, web and ATM technologies that delivers the largest number of transactions in the Peruvian market. Delgado was President of the Congress for the Automation of the Latin American Banking Industry. He is an Engineering graduate of the Catholic University of Peru and has pursued advanced studies in Computer Science at UCLA and business at the Harvard University - UPC program.


Grant Elliott, Chief Operations Officer & Chief Information Security Officer

Grant Elliott joined Voxiva in 2005 and is responsible for managing the day-to-day activities of Voxiva’s global operations, including Service Delivery, Service Assurance, Network Operations, Global Infrastructure Deployment and internal support. Under Voxiva’s Information Security Charter he is also accountable to Voxiva’s CEO for ensuring that Voxiva’s information assets are adequately protected in line with local regulations, laws and industry best practices. Prior to joining Voxiva, he led the Global Contracting & Billing Operations organization for AT&T where he improved financial management and introduced cost effective dispute resolution tools. Before this he was Director of Products for AT&T's global Data & IP portfolio achieving double digit revenue growth during his tenure. He has also held roles as Director of E-business and Service at Concert, a global venture between BT and AT&T, as well as various marketing, customer service and business development positions within BT. He completed his postgraduate studies in Management, with distinction, at Kingston Business School, London in 1995 and currently resides in Virginia with his wife and two children.


Melissa Torres, Co-Founder and Director of Human Resources and General Administration

As an original co-founder Melissa Torres joined Voxiva to manage operations and to support the founding management team. Over the past 5 years, her responsibilities have included finance, project management, investor relations and corporate compliance. Ms. Torres now focuses on global Human Resources and the company's Administration and Finance Operations. Before joining Voxiva, she enjoyed a brief stint in politics as Special Events Coordinator for the Speaker of the New York State Assembly. Prior to that, she was at UBS Investment Bank where her responsibilities grew from executive administrator for the head of international corporate finance at Dillon Read, to Sector Coordinator for the Latin America corporate finance division. Managing a team of 12 to support over 70 investment bankers in New York, Brazil, Argentina, Mexico and Chile, she coordinated the financial, personnel, administrative, and compliance operations for the division as well as all travel and event management functions. Fluent in Spanish and French, she has lived and traveled extensively throughout Latin America and Europe and holds a BA in Sociology and French from Tufts University.


Peter Brown, Vice President of Operations Planning & Strategy

Peter Brown has provided program management, professional services, implementation support and service delivery services to commercial, federal, non-governmental and not-for-profit organizations since the early 1990s. Both as a management consultant and now with Voxiva, Peter helps his clients address strategic and operational challenges in support of the achievement of business and programmatic goals. Some of his former clients include Arthur Andersen LLP, The World Bank Group, MCI/Worldcom, The Department of Homeland Security, AT&T Wireless, The Department of Defense, Unisys, The American Red Cross, Progress Telecom, Winstar Communications, Teligent, and UUNet. Most recently, he held senior management positions with both BearingPoint Inc. and Arthur Andersen Business Consulting LLP in the Public Services and Media and Technology practices where he focused on business and technology strategy, business process reengineering, program management and organizational change management. Peter holds a Master's degree in Business Administration from the McDonough School of Business at Georgetown University, as well as a Bachelor's degree in Economics from Union College. Peter also holds a Project Management Professional (PMP) designation from the Project Management Institute.
